On February 5th local time, the World Health Organization Framework Convention on Tobacco Control (WHO FCTC) announced on its official website that the 10th Conference of the Parties (COP10) has opened.
The 183 contracting parties to the convention (accounting for over 90% of the global population) are working together to strengthen and promote tobacco control. In the first 20 years of this century, despite continuous global population growth, the smoking rate among adults decreased from nearly 33% to 22%.
Dr. Adriana Blanco Marquizo, Director of the Secretariat of the WHO Framework Convention on Tobacco Control, welcomed the attendees and warned about the increasing prevalence of new nicotine and tobacco products.
She pointed out that these products "have become a worrying issue, with a staggering increase in the use of these products by young people. Part of the reason is that due to the tobacco industry's inaccurate information, these products are portrayed as substitutes for true tobacco control measures, and the tobacco industry is once again attempting to take a place in addressing the pandemic problems it has created and continues to maintain."
She also called on everyone to be wary of the ruthless interference of the tobacco industry around the world, pointing out that "the tobacco industry is trying to undermine not only COP10, but also the efforts of every Conference of the Parties.".
COP is the decision-making body of the WHO Framework Convention on Tobacco Control, including all parties to the convention. It regularly reviews the implementation of the convention and makes necessary decisions to promote its effective implementation.
The conference will consider a series of work to guide the future work of the WHO Framework Convention on Tobacco Control in addressing the tobacco epidemic that causes 8.7 million deaths worldwide annually.
The discussion topics for COP10 include:
Implementation of Articles 9 and 10 of the World Health Organization Framework Convention on Tobacco Control (Regulations on the Composition and Disclosure of Tobacco Products): Reports submitted by bureaus, expert groups, and the World Health Organization
Tobacco advertising, promotion, and sponsorship: tobacco portrayal in entertainment media: report presented by the working group
New and emerging tobacco products
Future tobacco control measures (related to Article 2.1 of the WHO Framework Convention on Tobacco Control)
